Cybersecurity has long been a human problem, but not in the way we often hear it. As an industry based on enabling global communications through the internet and a variety of devices, many of us professionals are terrible at communicating with people.
A prime example is the phrase “people are the weakest link” which is a popular phrase in our industry. This statement suggests that if it weren’t for humans our systems would be completely secure, but it’s very troubling to send a message to non-cyber security people that there are people below us. So this phrase is not only misleading to our colleagues it is a phrase that I strongly believe is completely unfair and misleading. The real issue with cybersecurity is not human error, it is the failure of technology and system architecture to support human behavior.
Despite years of awareness campaigns, crimes related to theft and misuse of documents continue to dominate news reports and headlines. And after each of these crimes marketers and crime experts will again use the phrase “people are the weakest link” blaming not on any technical errors that are meant to protect us but, instead, blaming the person using the computer. Even if someone has been scammed or fallen for a malicious email, this should not cause anyone to point fingers again. Instead, it should raise urgent questions about why so many of our systems still leave people so vulnerable.
For example, take phishing. If a malicious email lands in the inbox and an employee clicks on it, the usual response is to blame the person for not seeing the signs. But why did the email arrive first? Why didn’t email filters stop it, or sandboxing isolate it, or flag it? When these technical systems fail, man does not become the “weak link” but rather the “last line of defense”.
Much of the problem lies in the design of our digital systems. User interfaces are often unclear, inconsistent, or overly complex. Security warnings are written in language that makes sense to IT professionals. Pop-ups offer binary options without explanation. Default settings prioritize convenience over security, or worse, the processing of personal data over security and privacy. These design flaws create a perfect storm. In today’s world people are asked to make important security decisions based on limited information, when all they really want to do is get on with their real work.
Worse, as an industry we have trained people to ignore distractions. Press fatigue is real. After years of clicking cookie banners, software updates, and login prompts, people learn to click “allow”, “accept”, or “continue” without reading the details. In that case, clicking on a phishing link isn’t a failure of common sense, it’s a predictable consequence of poor design and an over-reliance on user vigilance that criminals exploit.
Adding to this challenge is our overconfidence in training. Many organizations offer several cyber-awareness modules each year, usually in October for Cybersecurity Awareness Month, and consider it sufficient to prepare employees for the changing threat landscape. But expecting people to become cyber-savvy with a few casual videos is unrealistic. We don’t train people to ride bikes or drive a car using e-learning alone, yet we expect office workers to protect themselves against increasingly sophisticated attacks with compliance exercises that are usually a few minutes of video followed by multiple-choice questions.
This points to a broader issue in our security approach. Instead of building safety into systems and processes, we too often push that responsibility and burden onto people. We design tools that require people to behave like professionals, and then blame them when they fail. It is the latter example. If the system is so weak that one accidental click can bring down the entire network, then the problem is not the person, it’s the system.
We need to change our priorities. Safety should not depend on perfect human behavior. Instead, it should be a product of good design, safe limitations, and sustainable resources. Tools should guide safe behavior without requiring technical knowledge. Threats should be identified and dealt with before they reach the user. And when something goes wrong the response should be to improve the system, not to punish the individual.
This means holding our technology to the highest standards. Why do phishing emails persist? Why do important notifications still look like generic pop-ups? Why are people expected to manage multiple complex passwords when there are better authentication options? The answers to these questions point to the industry’s failure to prioritize usability, clarity and robustness.
To be clear, this is not about abandoning awareness efforts altogether. But awareness should be part of a broader, more thoughtful strategy. It should be empowering, not embarrassing. It should accept that mistakes are inevitable, and design systems that are stable enough to accommodate them. Importantly, it should treat employees as partners, not as owls.
If we want better results, we need to stop asking why people are always wrong and start asking why the systems we build make it easy to fail. The responsibility for safe behavior does not lie solely in the hands of the individual. It depends on the overall design of the digital environment in which they operate. Until we deal with that, no amount of training or awareness will be enough.
